It has reportedly been around since Tudor times, but the earliest
mention I've found online, so far, is in a record of an Old Bailey trial dated May 17, 1809 wherein two girls were accused of pickpocketing.

The earliest reference mentioning a pub keeper was the October, 1828 trial, where Mary Walker was found guilty of stealing 2 pewter pots from pub keeper JOHN HEMERY and was transported for seven years for her offence. ***

In February, 1830, licensed victualler John Hemery, keeper of the
Mason's Arms was again called up as a witness at the Old Bailey trial of
John Snapes stood accused of stealing some money. ***

John Hemery died in 1833, willing the running of the pub to his widow,
CHARLOTTE HEMERY and making additional provisions for his seven young
children, all of whom also resided at the pub. ***

In 1844, Charlotte Hemery remarried (briefly) a chap named Francis
Ward. Charlotte ran the pub until 1861 with, for at least some of those years,
the assistance of her daughter, the young divorcee Susannah Hemery
Testar. However, after Charlotte's demise, in the 1861 Census, it is
her son, THOMAS G HEMERY, who is listed as a licensed victualler, then
residing at the Mason's Arms. ***

By the 1871 census, however, both his mother and sister had passed
away. Thomas must have relinquished the family interests in the pub
for, by then, he'd switched his profession to photography - a field in
which he later achieved wide reknown. ***
